AMPORT PARISH COUNCIL

Minutes of the Ordinary Meeting held on Monday January 20th 2003 at 7.45pm at Amport School

1. Present

Mrs Unwin, the village correspondent was present – 4 members of the public.

2. Minutes of the Previous Meeting
These were agreed and signed

3. Matters Arising

a. Amport Website
Carolyn Mallam has approached Barry Ricketts for his advice and TVBC suggested contacting Abbotts Ann PC who have a very comprehensive website up and running. A similar scheme for Amport could cost £750 for the set up, £100 to purchase our domain name and approx. £25 a month subscription to a service provider, further software could be required to allow multiple access to people wishing to use the site. This would have to occur through an editor. The overall cost could be around £1230, a notice to be placed in the parish magazine to assess interest.

Diana Preston stated that her husband may be able to prepare a website for the village and Diana was asked by the Chairman to follow this possible route in obtaining the village website.

Cllr Morrison will look into grant availability. The village design statement could be included.

This will remain an agenda item. Carolyn Mallam will liase directly with the Chairman between meetings

b. Footpath 6
Kieron Beattie and Robin Aisher are both still concerned over the matter of insurance of Footpath 6 and its use by both pedestrians and horse riders. Mr Aisher has been quoted a premium of £10,000. HCC have only given a verbal assurance that horse riders should not be stopped from using this path and the parish council feels this leaves them somewhat exposed on this issue.

The Chairman proposed that he should write to Patrick Pierce our HCC councillor and ask him to pursue the matter both with the footpaths and legal sections of Hampshire County Council All members of the parish Council were in agreement including Cllr Morrison.

c. Play area on the Green
Cllr Morrison firstly apologised for not being able to attend the February meeting and asked that his report be delayed until the March meeting, this was accepted. At this point the Chairman took an AOB issue to set the date of the march meeting, both the Chairman and the Vice Chairman will be away for the traditional 3rd Monday and asked if the meeting could take place on the 2nd Monday, namely the 10th of march. All councillors were in agreement.

Cllr Morrison reported on progress so far stating that he had held 3 long meetings and was confident that most issues had been resolved. He would deliver his final report on March 10th for the parish Council to present at the Annual Public meeting in April.

d. Budget 2003/4
A meeting was needed to set next year’s budget, the clerk will contact Tim Southern the Responsible Financial Officer and arrange a 3-way meeting with the Chairman and Clerk.

e. Freedom of Information Act
The Parish Council has fully complied with the act and no further action should be needed until 2007 when an update will be required.

f. Traffic Calming
The clerk to contact HCC again to ascertain a completion date for the works.

4. Planning Applications

TVN.04090/1 2 storey rear extension to provide farm office, family/study room, bedroom, shower room Gollards Farm Cottage, Monxton Road Amport No objection

TVN. 01068/27 Erection of factory and provision of parking, land adjoining 20 Mayfield Avenue Weyhill No Objection

5. Planning Appeals and Results
TVN.04698/4 Erection of summerhouse on site of existing shed Fleur De Lys, Wiremead Lane

Permission

TVN.06633/1 Erection of orangery, garden wall and garden store and provision of 1st floor balcony Lains Farm Quarley Permission

5a Local Plan Review
The 6-week consultation period is now underway

Amport’s primary concerns are the increased traffic on the Monxton road into Andover, approximately 600 extra movements could be added to the already busy roundabouts at the junction with the A303

The use of Red Post Lane for emergency access from both the SW and NW corners

These items will be added to the comments already made in response to the original planning application at the site west of the DLO.

Monxton Parish Council has arranged a meeting for FRIDAY 31st January from 4 –8.30pm. This will be in the form of an open meeting attended by planning officers from TVBC who will be able to answer questions on the Borough Draft plan. Posters will be displayed in the village encouraging people to attend – clerk.

6. Finance
The following cheques were presented to the council

Southern Electricity ( Green ) £14.49
M.J.Startup Internal Audit 2002/3 £100
HCC Lighting £65.56

The External Audit revue has been completed with no comments or queries raised for the year 2002/3. The Chairman thanked the clerk for her work on this issue.

The current account stands at £20,916, which includes £5, 102 from Stroud’s Field after tonight’s cheques have been deducted.

7 Correspondence.
A letter received from Kieron Beattie gave a progress report to date on the deer fencing

A letter from David Baugh objected to the horticultural developments on Kieron Beattie’s land, the Chairman reminded the meeting that loss of view is not a planning issue on which they can comment, the Chairman will reply to Mr Baugh

Cllr Morrison commented that we can have no opinions on proposed intent and that we have to judge each planning application as it comes before the parish council.

The Village Design Statement, which might help clarify future developments in the locality, has not yet been adopted by TVBC. Cllr Morrison will look at other village statements, which have been adopted to see if our statement could benefit from an update to aid adoption by TVBC.

A letter has been received from a resident in Sarson close asking if they could erect a marquee on the Green following their wedding in late Aug/early Sept. Several suggestion on restraints were discussed and Simon Dixon-Green will forward his proposals on a user`s guide to the Chairman

The Village polling station will be, the Scout Hut at East Cholderton.

9. AOB.
Confirming the date of the March meeting as the 10th not the 17
th

Road works are about to start in Weyhill Road around Burbridges, beware of any congestion

Test Valley Rural Housing Assoc has a property in Timothy Field in Abbotts Ann; please contact them if you wish to be considered.

Oliver Sutton distributed leaflets on` Finding Your Way’ an information leaflet on Footpaths

Oliver had contacted HCC concerning the rights of way issue on the track joining Furzedown lane to Haydown lane, he was informed that this is a very grey area. The right of way could be tested in Court.

Sarah hammer asked when a new councillors training day would be held – generally only 2 a year the 2nd likely to be around march, the clerk will let councillors know.

The meeting closed at 9.50pm
