Minutes of the Ordinary Meeting held on Monday February 17th
2003 at 7.45pm at Amport School
1. Present

of the public.
2. Minutes of the Previous Meeting
These were agreed and signed
3. Presentation
Mr Halls was welcomed at the meeting by the Chairman who thanked him for coming
this evening to outline his proposals for the property known as Downfield at
East Cholderton.
The property was purchased last summer and TVBC have been
approached concerning a replacement dwelling, they have indicated that they
would consider an application with a footpad up to 50% bigger than the existing
but with a low profile. Mr Halls presented the draft plans showing a single
storey quadrangle fully glazed towards the inner courtyard but with a
traditional stable block approach on the outer walls. The Chairman queried the
site access and Mr Halls stated that he felt the problems could be overcome. The
Parish Council was in favour of the proposed dwelling at Downfield, as they were
aware that the old structure would need to be demolished due to contamination
with asbestos plaster. The Chairman thanked Mr Halls for his time.
4. Matters Arising
- Amport Website
Mr David Preston set up 2 computers in the meeting room to illustrate the
progress he had made in developing the website for Amport. Mrs Mallam thanked
Mr Preston for his help in this matter and the councillors present were able
to see the website in operation including viewing sites in the village and
reading copy concerning various organisations. A discussion then followed
concerning the next steps to be taken in establishing the website, Mr Preston
detailed the 3 options for running the website. It was proposed by Oliver
Sutton and seconded by Carolyn Mallam and agreed by all councillors present
that Mr Preston should not be expected to run our website through his own
website. The middle priced option of registering with 1 & 1 Web Host was
approved, at a cost of £77-£89 for the set up and purchase of 2 domain
names: amport.org.uk and amport village.co.uk was approved. David Preston will
now take this matter further. Anyone wishing to view the present website
online will find it at pws.prserv.net/amportweb/amportweb.
The Chairman thanked David Preston for all his work on the website so far.
- Footpath 6
The Chairman had not yet received a reply from Cllr Pierce on the matter of
liability.
Kieron Beattie has started clearing the ivy from the trees on this path
Oliver Sutton will ensure the first cut of the footpaths takes place in May.
- Traffic Calming
The recent email from Martin Wiltshire, Environment Group HCC advises the
parish Council that he is chasing the matter of the 2 missing contrasting
coloured pads and he notifies us that he will advise when the work will be
carried out.
- TVBC Draft Review
The Chairman thanked those members who attended the consultation meeting in
Monxton Village Hall, Amport Parish Council made a full response, which can be
summarised under the following points
Copies of other objections have been received these include
comments from Monxton Parish Council, Robin Aisher and parishioners Neville
Geake and Toby and Gina Wyles. All this material will be kept in a folder for
circulation to councillors on request.
- Dates of next 2 meetings
The date of the March Meeting is confirmed as March 10th at
7.45pm and the date of the April Annual Parish meeting is confirmed as April
14th at 7pm in the School Hall followed by the Ordinary Meeting.
- Village Design Statement
Information has been received from TVBC concerning Village Design
Statements; Oliver Sutton took this material away and will report on this
matter at the next meeting.

6. Planning Appeals and Results

7. Finance
The following cheques were presented for signature by the Chairman and the
Vice Chairman
The Audit Commission £120 plus Vat of 21.00 giving a total of £141.00
The Tree Care Associates £450.00 from the Stroud’s Field account.
Charles Stephens gave an account on the work so far
performed at Stroud’s Field he said the tree works would take place each year
on 15m sections, the increased light should encourage bio diversification on the
site. Ruth Hughes asked whether the millstream will be cleared, Charles stated
that no plans as yet existed for work in the Millstream, however work on the
hedge and trees owned by the Parish Council, bordering Bridge Cottage may be
soon required.
8 Correspondences.
Borough and Parish Elections, the Polling Day is May 1st with
our polling station designated as the Scout Hut at East Cholderton. The forms
for candidates are available from the clerk but need to be returned to Test
Valley Borough Council by noon on the 1st April. A full briefing on
this matter will be held at the next meeting.
A letter has been received from Test Valley Brass asking for donations
towards instruments for the 3 bands within the organisation. The Parish Council
discussed the matter and Oliver Sutton proposed a donation of £50 which was
seconded by Diana Preston, this cheque was duly prepared and signed.
A new councillors training course will take place in July, both new
councillors, Carolyn Mallam and Sarah Hammer have expressed a desire to attend,
the clerk will book this.
Parking outside Sarson Mill is causing concern, up to 14 cars have been
parked outside and there is concern for pedestrians. The Chairman will talk to
Mr Goble about the possibility of parking in the pub car park.
Bus Timetables need updating at Fox and outside the Amport Inn clerk to
implement.
The chairman reminded Simon Dixon-Green of the need for some guidelines on
usage of the Green so that he can respond to the engaged couple.
9. AOB.
The Benefice service in March will have canon Winter as the preacher.
Carolyn extended her apologies for the next meeting.
Diana Preston asked that Hampshire Highways be informed about the potholes
and uneven surface on the west bound slip road onto the A303 at East Cholderton.
The hole by the telephone kiosk on the Green needs to be filled with a
loose material such as gravel to prevent accidental injury.
The school has asked if the Green grass could be cut soon, but the council
felt it was too wet at present to contemplate cutting the grass.
The clerk asked if a pavement similar to the one
over the brook could be constructed parallel to Sarson Mill and Wood to help
pedestrians move around the village. The verge is in a very bad state. This was
briefly aired and will be an agenda item next time.
