Minutes of the Ordinary Meeting held on Monday June 16th 2003
at 7.45pm at Amport School

- Minutes of the Previous Meetings
These were agreed and signed
- Matters Arising
- A303- Maurice Hardy was handed the folder
containing correspondence from the previous investigation into the
junction at Sarson Lane. He will now act as the representative of the
Parish Council, Maurice to produce a positive outcome to this situation MH
- Play Area on the Green – A cheque for £990
has been sent to Timberline as deposit to allow work to commence at the
beginning of August. Comments concerning funding were aired including
those by absent councillors. A decision was taken to defer full funding
discussions until the next meeting.
The Green – George Bacon has produced guidelines for parties wishing to
use the Green; all councillors were in favour of their adoption. The 2
wedding parties (Aug 23,Oct 4), the hog roast (Aug 30) and the proposed
jazz event (Sept 6) will be sent forms for completion CLERK
The Public were invited to comment on these proposals and a follow up
audit was proposed
- Village Design Statement – Neville Geake
presented his synopsis of content from other Parish VDS.He invited comment
and the Chairman proposed an open meeting with the aim to encourage a
committee of 5 to be formed (not necessarily from the PC). Next Meeting
will determine date NG/IM
- Footpaths- Discussion took place concerning a
second cut. Maurice Hardy will now adopt the role of Footpath Officer and
conduct a survey of paths to report to the next meeting MH
- Retiring Dinner – The Chairman felt that cost
and finding a suitable date were problems and proposed a Drinks Party
instead. The date is yet to be set IM/CS

The following cheques were presented for signature at the
meeting -

A budget up date was presented showing the current financial position -
The current balance being £16,117 plus £4,552 from Stroud’s Field.
The external audit documentation has been received and must be submitted
during September, a finance meeting will be arranged for late July CLERK/IM/TS
- Correspondence
Jenny Wilkinson of the Amport School Governors has informed
the PC that the School would like to see no parking Zigzag lines painted on
the road outside the school. Discussion took place on this issue and it was
felt that a site meeting was needed. The Chairman will speak to Police Sgt
Phillips and Ian Long, as School Liaison Officer or George Bacon will be asked
to attend IM/IL/GB
Rosie Latter has reported excessive dog fouling on the footpath by the Cottage
on the Green running back towards Sarson Mill. Bins will not be an option on
Private land clerk to write an insert for PMag
The Amport Inn is to open a Function Room, which
will be placed at the disposal of the PC on most Mondays, a decision on any
possible move will be made when all councillors are present. Deferred
A provisional map of open country and registered land in our parish has been
received. The Green is not recorded as registered common land. The clerk will
follow up this matter CLERK
A flooding survey has been received, the clerk to reply citing flooding
outside Flagons and Guyatt Cottage as a problem. CLERK
Hampshire Youth Band- Councillors present were in favour of sending a donation
of £50.00.
Quality Parish Councils No interest.
A query regarding footpaths near Weyhill from Mr Andy Harries was passed to
Maurice Hardy for investigation and response. MH

SH – Millway House, local residents are complaining of the
smell from burning clinical waste CLERK will contact
Environmental Health at TVBC.
CM – Expressed concern over the development at the old watercress beds, the
Chairman reported that a meeting late last year with TVBC led to hedge
planting and removal being verbally approved.
Concern was expressed over the height of some fences being erected at Sarson
Mill. The Chairman suggested complainants checked plans at TVBC
NG – How many people are there on electoral role? 966
There is a pothole on the footbridge at the bottom of footpath 6 MH
The 30mph signs are disappearing in the hedge at East Cholderton The
Chairman will improve visibility. Concern has been expressed of the
hedge in Monxton road. The clerk will write to Dr Hoole.
Members of the Parish Council felt the Minutes should be briefer, this will be
implemented. Clerk
