Minutes of the Ordinary Meeting held on Monday October 20th 2003 at 7.45pm at Amport School

2. Minutes of the Previous Meetings
These were agreed and signed.

3. Matters Arising

  1. A303 Gap
    A reply had been received that morning from Ted Hart of the Highways Agency. This was circulated to all members present and comments were invited before the next meeting on November 17th. The November Meeting will be attended by the Highways Agency.
  2. The Green
    Following the second wedding on the green (Oct 4), amendments were proposed to the Guidelines for use of the Green. Several letters have been received regarding the amplified music and all councillors were in favour of imposing a ban on amplified music on the Green after 19 30.George to revise guidelines. The situation will continue to be monitored.
  3. Village Design Statement
    It was decided that Ian Long should join the VDS sub- committee.
    The preliminary meeting will take place at Amport School, in the main Hall at 8pm on November 20th. A notice has been produced which will be posted through the door of all properties within the Parish. This will be performed by the Parish Councillors. Clerk will distribute copies, please deliver during 1st week of November.
  4. Footpaths
    Maurice reported that a chainsaw would be needed to clear Footpath 13, it was approved that Maurice would contact Tony Derbyshire to do the work providing the cost was under £50.
    Maurice further reported that during his clearance of a branch along the watercress Bed footpath, he was dismayed at the amount of Dogs Mess he encountered. He stated that this would make him think twice before undertaking clearance in the future. Clerk to ask if Parish Magazine could carry a notice to dog owners.
  5. Speeding in Fyfield Road - Sarah Hammer reported on residents concerns. Clerk to write to the Local police on this issue.
    Lamping in region of Amesbury Road /A303, this issue was discussed and Parish Councillors felt the Local Police should also be asked for input in this matter Clerk
  6. Play Area on the Green
    The surface under the senior swings was in need of updating on safety grounds. The councillors agreed that this should be financed by the Parish Council as a maintenance item, not a capital expense.
    Carolyn will pursue quotes on this; a discount is expected if the work is undertaken at the same time as the second major piece of equipment is installed. Mattas was the surface chosen.
    The Cradle swings do not under present regulations need a new safety surface.
    The Hampshire Playing Fields Association have approved the Grant application towards the second piece of equipment and the award awaits administrative approval on November 18th.
    Carolyn Mallam provided a full set of costs and quotes to councillors.
    The cost of the second major piece of equipment was given as £5512.
    An anonymous cheque for £500 has been received, this means with other fundraising and grants the Parish Council can now go ahead and order the Storks Nest as funding is now in place. Councillors present approved this. It is hoped to have the play area finished before Christmas.
  7. Ownership of the Green
    The investigation of this matter is on going, a letter will be sent to Miss Elizabeth Ellam, County Secretary in an effort to determine ownership of the Green on both side of the road. Further specific questions on usage of the Green were invited from George Bacon and it is hoped that HCC will be able to advise us on these issues.

  7. Kieron Beattie has written to the Parish Council informing us of work he is doing for Karl Gobel at Sarson Mill, this will involve movement of top soil onto Sarson Mill land.
    Kieron Beattie informed the Parish Council that he intends to re apply for a smaller building on his site and will keep the parish informed Clerk to acknowledge letter. Ian Morrison read out details of vandalism that had happened at Mr Beattie`s site, this was to be deplored.

6. Finance

The following cheques were presented, approved and signed by Ian Morrison and Charles Stephens
S A Hoare monthly salary     £203.50
Patricia Hilton- Robinson     £110.00 (Retirement Gifts for David Wilkinson and Oliver Sutton )
The second precept cheque for £4000 has been banked.
The Annual Financial Return for 2003/2003 has been approved by the Audit Commission, with no comment.

7. AOB/Correspondence

Correspondence
The Chairman will attend the Annual Presentation to pupils at John Hanson School
Mrs Blissett would like a 20mph speed limit outside the School, this is a continuing concern.
The telephone box at Fox continues to be evaluated prior to possible removal.
Twinning with Port en Bessin – A return visit is expected next summer, Clive Wilkinson will keep the Parish Council informed.
A Shared house in Grateley is available to a village person.
No interest was shown in having Street Lighting.

AOB
George Bacon raised the matter of the Dick Aubertin Memorial Tree. A Fastigiat Oak was suggested by Tony Derbyshire, this will be investigated, however the council felt strongly that it should be an indigenous species.
Diana Preston was concerned that Amport parish Council had not been invited to the HAPTC AGM, clerk to pursue.
Ian Long asked if Oliver Sutton had received his retirement gift, Charles replied that the matter was in hand.
