Minutes of the Ordinary Meeting held on Monday February 16th
2004
at 7.45pm at Amport School
1. Present

2. Minutes of the Previous Meetings
These were agreed and signed.
3. Matters Arising
- Amport TalkBack
A new draft flyer was shown to members present. Discussions on photos,
whether members wanted to include e-mail addresses and tel.nos took place.
The flyers will be delivered by hand in April when Diana Preston returns.
The flyer will be completed for the next meeting IM
- The Green and Play area on the Green
Maria Long has agreed to monitor the new play equipment. Ian Morrison will
discuss with Ian Long the current position on the Grant Application to
Hampshire Playing Fields. Payment has been received from TVBC for 50% of
invoices already submitted. IM
Ian Morrison asked for more short telegraph poles to stop parking on the
new Mattas area close to the track. MH to check at Hawk Con/ Bacon
The reply from the Land Registry states that neither part of the Green
is registered as owned by the Parish Council, this appears to contradict the
recent information received from HCC. A letter has been sent to the County
Solicitor seeking clarification on this matter and further discussion on
this item is needed to determine whether the Parish Council should seek
registration with the Land Registry (the main Green is already registered in
the HCC register of Village Greens) Agenda
- Village Design Statement
The meeting of the Village Design Statement team on February 10th
at the Amport Inn was well attended. It was proposed that the Parish Council
fund a prize for the first completed questionnaire. It was agreed that 3
prizes be funded, Maurice Hardy proposed a Sunday lunch for 2 at the Amport
Inn. The questionnaire will be delivered by PC members in Mid- March.
- Footpaths
Two quotes have been received
- William Ross 2 cuts at £850 +VAT per cut
- Mr Petit/ Elliman (Fox /V Dean) £936+VAT per cut
The third quote has not been received; Clerk to determine
whether a 3rd is necessary. Majority happy with W Ross, as he is
local and known. Decision next meeting.
- Plaque on Dick Aubertin tree.
MH said similar were at the Hawk Conservancy and he would bring a photo next
time, the cost will be £75 Decision at next meeting.
- Maurice Hardy reported that he was not happy with present
fencing adjacent to the old watercress beds. Clerk to write to Mr Hawkins
Byass
- Mr Guthrie-Harrison has taken action on flooding at
Wiremead Lane.
- Kieron Beattie's Land
Ian Morrison, HCC, Councillor Pat Pearce, Mr and Mrs Calderly, Karl Goble
and Kieron Beattie met to discuss the connection of the water mains of Mr
Beattie`s Green Lane site. Cllr Pearce asked Mr Beattie to clarify his
method statement with HCC. The Environment Agency have stopped all work
until May due to the trout spawning season.
- Monxton Village Hall
A letter from D Hodgson was read out giving details of Amport`s proposed
involvement. Lengthy discussion took place with most members feeling that
little difference would result from renaming the existing Monxton Village
Hall. Their Trust Deeds state that "the hall is for the use of Monxton
residents and the surrounding areas" Sarah Hammer pointed out that 37%
of Amport's residents (those living north of the A303) were not interested
or in favour of a change. Despite the general feeling of the members, the
Chairman requested the decision be delayed until we had a full council to
give all members an opportunity to discuss the proposal. Agenda

Monxton Nurseries. OS parcel 5300 Amport. Objection for
the following reasons
- Impact on views from adjoining Conservation Area
- Unnecessarily large building. Require TVBC to establish why
such a great amount of space needed when applicant has informed Parish that
only 2/3 staff will work there.
- Earlier undertaking from Mr Beattie to Parish that no
articulated vehicles will go on site. Drawing 99/071/3 shows artic parked.
Access etc not acceptable.
- Yellow notices not sufficiently prominent
- Very strong feeling in the Parish on all the above issues.
TVN5969 Water tank reservoirs at Monxton Nurseries OS Parcel
5300 Objection for the following reasons,siting of water tanks above ground,
unsuitable. Materials unsuitable
Considerable discussion took place on all the above issues including issue
of the septic tank TVBC asked to investigate. Although Mr Beattie had signed a
statement with the previous Parish Council on his future proposals in 2002 this
was now irrelevant. It was agreed that Councillors Southern and Arnell be fully
briefed on this topic and all correspondence be copied to them.
The question of whether Parish Council members were elected to
support the views and wishes of the electorate was discussed. Most felt strongly
that this was the case. The Chairman expressed the view that he was there to
uphold the views of the village within the parameters of legality and to uphold
the legal position despite any controversy that ensued.

7. Correspondence
- Twinning proposed visit by French on 15/16 May Ian Morrison
to attend lunch at Amport House.
- School gate, plans were inspected and it was unanimously
voted to grant request for £1000 donation as passed by the previous Parish
Council 3 years ago. Clerk to respond
- Andover Advertiser is set to feature Amport Village at the
end of March.
- Thruxton PC have written concerning overhanging branches at
the end of Wiremead lane- seek clarification Clerk
- Parish Caretaker Scheme Clerk to
request more info

- CM asked for more details of planning objections to be
included in the minutes
- MH showed the planned diversion of traffic from the closure
of the A303 - he proposed to write and ask for the diversion to go further
than the Mullens Pond exit (West on the A303), up to the Quarley exit where
the access roads were deemed to be much safer. Safety considered a paramount
issue.
- Dr Hoole's garden, it was suggested that TVBC should be
contacted concerning the refusal to grant the application to extend the at
residential curtilage at this site – what is permitted IM to
follow up
- NG asked if one of the planning officers could come and
address to PC on relevant issues for planning refusal.
- CS reported that Stroud's field will be cut on 19th
February.
