Minutes of the Ordinary Meeting held on Monday April 19th 2004 at 8pm at Amport School

1. Present

2. Minutes of the Previous Meetings
These were agreed and signed.

3. Matters Arising

  1. TVBC have contacted the Parish Council via the telephone regarding Dr Hoole`s garden. Mr N Parker has visited the site and regards it as an important piece of open land within the village, TVBC will not allow curtilage. In his opinion, Dr Hoole has not made a garden. A formal reply is expected on this issue and when this has been received discussions will take place on further action.
  2. Talkback
    There has been a slow start but people are sending messages and do have issues to discuss. Any issue raised will be brought to the meetings at the Chairman’s discretion, or can be requested by any member of the Parish Council. Replies within Talkback are encouraged.
  3. The Green
    The telegraph poles have been added to stop cars driving on the Green; George Bacon has undertaken a survey of the signs and feels that no more are currently needed.
    The provision of a plaque on the memorial tree is ongoing.
    A further letter on the ownership of the South side of the Green has been received from Derek Roberts, asking if we intend to take the search for the legal owners further. The meeting decided that the matter would not be investigated further and a reply will be sent to Mr Roberts explaining the Parish Council position and asking if we may be kept informed should he further the legal ownership question.
    The Rospa inspection is due in May and an inspection covering the Disabled Discrimination Act will be sought. If possible some members of the Parish Council will attend the inspection and ask for advise on the old glass dump adjacent to the play area. (Tim Southern left the meeting at 8.25pm.)
    Public access to Stroud’s Field was discussed; it is available but currently not encouraged. The Stroud’s Field committee is due to meet shortly and are asked to update the parish Council at the next meeting.
    The Track- the current state of the potholes was discussed and queries were raised over wear and tear and also quality of repairs. A letter will be sent to Chappell Builders asking for 2 quotes, one regarding minor repairs and a second quote for more remedial work. Clerk
    The grass-cutting contract with Mr Pasque was approved as no other contractors had replied to the invite to quote for the work. All in favour.
  4. Village Design Statement
    Neville Geake thanked everyone for delivering the questionnaires and reported that 85 replies have been received thus allowing the project to proceed .A meeting is planned for April 20th.
  5. Footpaths
    Horses and ponies are using footpaths around the watercress bed area up to London Lodge. The Parish Council will write to the local farmers and request that stiles, which have been removed over the years, be replaced. IM/Clerk
    The initial letter to Mr Hawkins-Byass concerning the footpath at the old watercress beds will be followed up prior to the next meeting.

5. Planning Results
These are no longer being sent out by TVBC and in future information will be obtained from routine circular publications

6. Finance
The following cheques were presented to the meeting, approved by all present and signed by the Chairman and Vice Chairman.

6. Correspondence

The Parish Arts society are exhibiting on the 5th& 6th June
Grateley PC have approached Amport to seek support for altering bus times so they connect with certain popular trains to Salisbury and beyond. IM
A request for financial support has been received from Clive Wilkinson regarding the proposed visit by civil dignitaries from Port-en Bessin. Several councillors felt strongly on this issue and subsequently 2 votes were taken.
1st vote no support to be given 3 for 4 against
2nd vote support to be given 4 for 3 against
A letter will be sent to Clive Wilkinson offering a contribution of £150 towards the official lunch at Amport House, but expressing our regret at being asked for financial help after stating previously that it would not be required.

7. A.O.B

Ian Long asked if plans were still in place to provide wooden stepping stone within the play area on the Green. IM to investigate and provide costs for the next meeting.
Marigold cottage have gone to appeal over the retention of their satellite dish.
Sarah Hammer asked whether some Parish Council Meetings could be held in the Weyhill Village Hall.
IM to investigate.
