Minutes of the Ordinary Meeting held on Monday July 19th 2004 at 7.45pm at Amport School

1. Present

2. Minutes of the Previous Meeting
These were agreed and signed.

3. Matters Arising.
An e-mail sent by George Bacon suggesting a report styled format for routine matters is to be considered before the next meeting when it will be an Agenda item.
The ROSPA report on the play area has not highlighted any major problems.
The Stepping Stones play equipment has arrived. IM/GB to arrange installation.
Maurice Hardy displayed the commemorative plaque for Dick and Peggy Aubertin, a service of dedication will take place on July 22nd – please attend if possible.

Footpaths.
Mr Hawkins-Byass has offered to meet with the Council to discuss concerns over the surface and fencing of Footpath 9 at the site of the old watercress beds Clerk to liase with MH and Mr Hawkins-Byass.
Clerk
to write to Mr White requesting him to cut his hedge alongside this footpath at the watercress beds.
Maurice
will produce information on paths, which can be ridden on within the Parish.
Mr Karl Gobel has complained about the extent of dog fouling on the footpath he maintains adjacent to his garden. The Parish Council approved his plans for a sign asking dog owners to clear up after their pets.

Fairways and Michaelmas Residents Association.
Mrs Knight and Mrs Thirsk attended the meeting from Fairways.
Ian Morrison announced that the next Amport Parish Council Meeting would be held at Weyhill Fairground Hall on Thursday 23rd September at 7.45pm. This meeting will be publicised as much as possible. Extra posters will be displayed from the beginning of September.
The conversion of 25/26 Fairways seems to have led to unnecessary action by some residents in the area, offensive graffiti has had to be removed from 25/26 Fairways and Mr Ivor Evans of Testway Housing has written to residents individually to explain the circumstances behind the conversion of 25/26 Fairways. Ian Morrison proposed to write to Mr Verdier asking for his Association’s support in welcoming the Bell family to Fairways and inviting him and his group to attend the next Parish Council meeting at Weyhill.
It was decided to ask Sarah Hammer to personally welcome the Bell family to Fairways when they move in during August.
The remaining Fairways issues will be dealt with at the September meeting.
Neville Geake reminded the council that the VDS is a useful vehicle for comments.

Andover Airfield Assessment Group.
Robin Aisher has written to TVBC concerning development at the old Airfield. Ian Morrison has contacted all local parishes and asked them to support this excellent initiative. The letter was circulated at the meeting and all councillors present expressed their full support. The clerk to reply on behalf of the council confirming our renewed support.

4. Planning Applications.

  2. TVN.LB.00743/1 Replace kitchen window with french doors and external steps. Replace existing dining room window with existing redundant kitchen window 5 Amport Mews No Objection
  3. TVN.LB.00843 Replace kitchen window with French doors and external steps Replace existing dining room window with redundant kitchen window 6 Amport Mews No Objection
  4. TVN.LB.00844 Replace dining room window with French window and external steps and provision of side access gate off car park area. 7 Amport Mews No Objection provided gate opens inwards
  5. TVN.04076/11 Outline –Erection of Agricultural dwelling Southfield Holdings Amesbury Road Weyhill No Objection subject to agricultural justification.
  6. TVN.LB.00071/7- TVN.02414/7 Erection of 2-storey rear extension to form en-suite bathroom at first-floor level Brook Cottage The Green Amport. Vote 5-2 for No Objection but would like to see window opaque.

5. Planning Results

  1. TVN.03762/3 Single storey extension at 1 Chestnut View Weyhill. Permission
  2. TVN.05969/5 Erection of Woodland workshop and septic tank.Appeal hearing 26th January 2005
  3. TVN.LB.007162 demolition of garage/ Shed Home Lodge Cholderton Permission
  4. TRE.CA 00587/90 fell trees at the Cottage on the Green. No Objection

6. Finance

2 cheques were signed prior to the meeting, needing to be paid -

4 cheques were presented for signature -

The councillors present approved all the cheques and all were signed by Ian Morrison and Charles Stephens.
The results of the internal audit were discussed and all councillors approved the assurance statements contained within the audit.
Risk assessment was considered at the audit meeting held early in July. Tim Southern, the responsible Financial Officer, covered the relevant aspects of Risk Assessment as they applied to Amport Parish Council

7. A.O.B

Handouts from the recent Enforcement Training were distributed.
A Health and Safety initiative has been received regarding Headstones.
A short report on the Twinning Partnership was received; the next proposed link up will be between the Arts Societies.
Neville Geake – informed the council that David Biddy from TVBC had approved the work carried so far on the VDS.
Diana Preston informed the council of an uneven road surface outside ‘Mountview’ in Cholderton Rd, Quarley - the farmer is concerned Clerk.
Charles Stephens – A plaque detailing the history of Stroud’s Field is being considered.
Ian Long felt that further traffic calming was needed around the school Future Agenda item.
Maurice Hardy was worried about several overgrown hedges within the village.
He would also like Footpath cutting to be considered at the Oct Meeting with regard to offering /negotiating a 3 year contract with William Ross.
Ian Morrison reminded everybody about the village Fete on Saturday the 24th July.
