AMPORT PARISH COUNCIL
Minutes of the Ordinary Meeting held on Monday March 21st 2005
at 7.45 pm in Amport School.
1. Present
Mr I. Morrison, (Chairman), Lt Col Stephens, (Vice Chairman),
Mrs Diana Preston, Mrs Carolyn Mallam, Mr Maurice Hardy, Mr Neville Geake, Mr
Bill Gore, Mrs Sarah Hammer, Mr Tim Southern and Mrs Suzanne Hoare (Clerk)
Mrs Unwin, the village correspondent was present, 1 member of the public
attended.

2. Minutes of the Previous Meeting
These were agreed and signed.
3. Matters Arising from the last meeting
The Chairman welcomed back Diana after her operation,
congratulated Sarah on the birth of her daughter and welcomed new councillor
Bill Gore to the meeting.
The hedge by the Fairways bus shelter has now been cut back, the next stage is
re-decoration of the shelter, Steve Verdier will be contacted IM/SH.
The salt bins have been ordered for 3 sites within the village.
Maurice Hardy will reply to a letter received from Mr van de Pette on traffic
calming and road safety within the village, this is an issue which will be
discussed further.
The objection made to the planning application at Old Farm has been withdrawn
due to changes the Parish Council requested already having been made.
The Enforcement Officer at TVBC has replied on the 4 issues raised
- 1 Woodside Cottages does need permission for the satellite
dish.
- The field shelters near Waterloo Bridge do not need
planning permission.
- The sheds at the White Horse Inn are temporary and
therefore do not require separate permission from the extension currently
being carried out.
- The Hawk Conservancy will require planning permission for
its new wall, as this is over 1 m high.
4. Reports
The Green
The new contractor has made 1 cut of the green so far
and has been asked to include the south side of the green in future cuts, this
may result in additional costs to the parish.
The rope swing has been temporarily removed; this will be included in the
forthcoming RoSPA inspection in May and will be reinstated if it is considered
safe and covered by the Parish Council’s Insurance.
Village Design Statement
The draft of the VDS has been completed and will be
posted on the website forthwith, where it will remain open for comment for 6
weeks.
Copies of the text only will be available for reading and review at the Annual
Parish Meeting on the 18th April. Following this consultation the
final copy will be A4 size and will include photographs. Neville reported that
up to 20 people have been involved in the preparation of the VDS
Footpaths
The selected contractor has not yet produced his insurance details Maurice
Hardy to follow up.
CPRE have reported an increase in requests from Trail Riding organisations to
declare some footpaths/byways BOATS (byways open to all traffic). Hook Lane is
predominantly a path in Monxton PC but a small length falls in Amport Parish Clerk
to contact Monxton on this issue.
Bill Gore reported that horse riders were using Church Path; the Chairman
commented that the landowner had already been contacted regarding the
reinstatement of stiles and this was something he would pursue further. IM
Maurice Hardy informed the meeting that HCC had told him that it is very
difficult to stop horse riders using footpaths if the landowner themselves do
not object.
Highways
Maurice Hardy reported that Wiremead Lane was salted
once during the recent cold spell. However HCC did not consider outside Bridge
Cottage to be an accident blackspot and therefore it would not receive priority
salting.

The budget update was presented and the figures show most
costs on budget. The overall reserves of the council will come to around
£10,000 this year, as was the intention of the 2004/5 budget.
8. AOB and Correspondence
A meeting will be held in King Sombourne Village Hall on April
12th the subject being- Landscaping and care of trees.
The South East Development Plan which proposes the creation of 28-36,000 new
homes in the south of the county and around 5,000 homes to the north east of
Andover will be discussed at a meeting in the Guildhall Winchester on Wednesday
23rd March at 7.30pm.
The local branch of the CPRE is proposing a trip to Tyntesfield on 10th May –
please contact the clerk if you wish to join in.
Diana Preston felt that an annual clear up of certain regions of the Parish
would be a good idea, this was briefly discussed and the Chairman will
invite a member of the PTA to the next meeting to see if the school would like
to become involved and be responsible for a certain area. Agenda item next
meeting.
Sarah Hammer confirmed with the chairman that the parish would provide the
paint for the bus shelters at Fairways.
Guests for the Annual Parish Meeting were suggested and will be organised clerk
