AMPORT PARISH COUNCIL

Minutes of the Ordinary Meeting held on Monday June 27th 2005 at 7.45 pm in Weyhill Fairground Hall.

1. Present
Mr I. Morrison, (Chairman), Lt Col Stephens, (Vice Chairman), Mrs Diana Preston, Mrs Sarah Hammer, Mr Maurice Hardy, Mrs Carolyn Mallam, Mr Bill Gore, Mr Tim Southern and Mrs Suzanne Hoare (Clerk)
1 member of the public attended.
The village correspondent was in attendance.

2. Minutes of the Previous Meeting
These were agreed and signed.

3. Matters Arising from the last meeting
Election of remaining officers -
Maurice Hardy was confirmed by those present as the Highways officer.
Bill Gore was elected by those present to the role of Footpaths Officer.
Maurice Hardy was elected by those present to the role of Communication officer and this will include the supervision of the parish notice boards.

Stagecoach has yet to reply concerning the bus stop at Fox.

4. Reports
The Green
The ROSPA report has been received; the ‘Tarzan’ swing was rejected as being unsafe.
No further maintenance was required this year. The grass under the Mattas has been killed off, this needs to be allowed to re-grow, and Carolyn Mallam will take this matter up with Testvalley Gardencare.
A letter complaining about dogs running free on the Green has been received, however the Parish Council did not feel it could act in this matter.

Village Design Statement
The final draft of the VDS is with Neville Geake and a public meeting is planned for the autumn. The draft will come before the Parish Council at the next meeting.

Footpaths and Highways
Although HCC have cut some footpaths, they have not cut all of them. It has not been possible to get them to return and finish the task therefore many footpaths are in a very overgrown state. Maurice Hardy reported that his preferred contractor was ready to start work and it was voted to get the July cut done as soon as possible. Followed by a further cut in September or October. The cost will be £800 a cut and this is for a 2-year contract subject to the work being satisfactory.
Nether cottage has erected a fence alongside the watercress beds footpath - however this is in no way detrimental.

Highways
The Monxton transport group has resigned on mass, as it was not possible to further the 20mph speed limit objective.
The temporary speed reducing ‘pinch points’ are to be made permanent in Monxton and the Parish Council will monitor their effectiveness with a view to introducing a similar scheme in Amport.

5. Planning Applications

TVN.06693/2 Erection of single storey rear extension to provide utility room, pantry store and kitchen and erection of detached single garage.2. Woodside Cottage the Green No Objection
TVN. 09402 Long stay caravan site for one gypsy family (three caravans) with ancillary utility block and sewage treatment plant and ancillary hard standings The Firs Sarson Lane Weyhill Amport. Objection - development in the countryside.
(This decision was reached by a vote 4 in favour of Objection 2 against and 2 abstentions.)

All of the above cheques were approved by those Parish Councillors present.

A budget update was presented showing expenditure for the first 3 months of the financial year. This was determined to be satisfactory and approved by those councillors present.

8. AOB and Correspondence
Maurice Hardy asked that the request for an additional sign at the bottom of Sarson Lane be followed up Clerk
Carolyn Mallam asked for comments on whether the village should have a welcome pack for new villagers - perhaps this could be a joint project with the PCC. Agenda item for the next meeting.
Diana Preston commented that the Cholderton lane signpost was overgrown - an item for Parish Council Highways Officer MH
