AMPORT PARISH COUNCIL
Minutes of the Ordinary Meeting held on Monday October 17th 2005 at
7.45 pm in Amport School Hall.
1. Present
Mr I. Morrison, (Chairman), Lt Col Stephens, (Vice Chairman), Mrs Diana Preston,
Mr Maurice Hardy, Mr Bill Gore, Mr Ian Long, Mrs Sarah Hammer, Mr Tim Southern
and Mrs Suzanne Hoare (Clerk).
6 members of the public attended.
The village correspondent was in attendance.

2. Minutes of the Previous Meeting
These were agreed and signed.
3. Matters Arising from the last meeting
None
4. Planning Applications and matters where applicants were
present
Ian Morrison introduced Mr and Mrs Valido Lopez and their
architect Mr Peter Bulcher who wished to make a short presentation outlining
their planning application for a replacement dwelling at Mountview, Cholderton
Rd, Quarley. Mr Bulcher informed the meeting that the rule governing the
increase in size of the replacement dwelling has been waived in favour of the
suitability of the dwelling in the context of its surroundings. The plans were
presented and councillors were given the opportunity to comment. All councillors
were in favour of supporting the application except Tim Southern who had to
declare no comment due to his role as vice-chair of the TVBC northern area
planning committee.
Ian Morrison thanked Mr Bulcher and Mr and Mrs Valido Lopez for attending the
meeting and these 3 visitors then left the meeting.
Ian Morrison then introduced Mr Hawkins Byass who was
attending the meeting to update the Parish Council on his plans for the old
watercress beds.
He stated that there were no changes to the conditions agreed by the planning
dept and as his other trout site is now closed he has recommenced work on the
lake. He added that he hoped to open the site in the New Year.
Councillors asked Mr Hawkins Byass about the water supply to his lake he stated
that he is able to use bore holes on the site and therefore no water would be
taken from the Pill Hill Brook and in fact any excess from his bore holes will
drain into the Brook downstream of the lake. The exceptionally dry weather is
responsible for the dry riverbed with the water table being some 8 feet below
its usual level.
Mr Hawkins Byass intends to plant a natural hedge inside his fenced boundary to
act as a safety screen against the fly fishermen.
Mr Bill Gore commented that the new stile erected by Mr Hawkins Byass is
perfectly satisfactory and that HCC have commented that there are no disability
access guidelines to cover the use of Footpaths. Mr Hawkins Byass and guest were
thanked my Ian Morrison for attending – they then left the meeting.
5. Reports
The Green
A quotation for the cutting of the Green in 2006 has been received from Mr
Pasque and this will be kept on file for the next meeting.
Ian Long commented that no plans were yet available for the
proposed school shed on the Green and that he did not know if a decision had
been made concerning the amount the school were prepared to contribute towards
the grass cutting next year. IL to
follow up, as a
grass cutting contract will need to be awarded in the new year.
Ian Morrison announced that a working party to clear glass from the wartime dump
at the rear of the Green would shortly be organised by Carolyn Mallam.

Stroud’s Field is approaching the end of its 5-year plan as prepared by
Hampshire Wildlife Trust; work recently completed has brought light into the
site to allow the expansion of wild flowers. The site is open to all – just
bring your Wellingtons.
Ian Long asked if the land could be sold or gifted to another villager, Charles
Stephens felt this unlikely but stated that he would look into this matter.
Ian Morrison asked all councillors to consider how the site will be maintained
in the future when the ‘ring fenced money’ donated to the Parish Council
runs out.
Village Design Statement
In his absence, dates were put forward for the proposed public meetings to be
held in November within the Village to discuss the design statement. Wednesday
Nov 23rd was deemed suitable but the following Saturday the 26th
Nov was felt to clash with a Bazaar in Monxton this information will be relayed
back to Neville Geake.
Footpaths and Highways
Bill Gore reported that a second cut of the footpaths will not be necessary this
Autumn but that he will contact Clive Henderson and advise him that we will need
2 cuts next year. As his work was very good this year, a second quote will not
be sought, especially considering how few contractors were prepared to quote.
Ian Morrison had contacted 2 people at HCC whom Cllr Pat West had suggested
might be able to help with funding for the track on the green improvements. Both
these contacts were unable to help, however a letter will be sent to Alison
Quant, the Director of Environment at Winchester, to ascertain whether her Dept.
can help the Parish Council with a grant.
Discussion then took place on the track with Ian Long suggesting that the whole
length of the track should be covered with Grasscrete. Further discussion on
this matter will follow when the availability of grants is clearer.
Maurice Hardy stated the dog fouling is a problem on the footpath from the top
of Sarson Close. This could become worse if the field to the east of Sarson lane
is enclosed to allow cattle to graze, thus intensifying pressure on local paths.

Paul Walsh from HCC has stated that he will look into the blocked ditch problem
at East Cholderton and the ditch will be cleared on a priority basis.
Tim Southern will also contact Paul Walsh regarding repairs to Waterloo Bridge.
Mr Horne has reported that ivy has become a problem at the Amport Inn Bus
Shelter that he regularly cleans. IM

Sarah Hammer asked whether the Parish Council would consider putting up a bus
shelter outside the Thruxton Garden Centre, Ian Morrison felt more information
on numbers using the shelter would be needed before a decision could be taken. SH

The sewer in the road outside Flagons was reported as overflowing Clerk
to contact TVBC/Southern water.
Dr Hoole`s hedge was discussed as it has not yet been cut back and was
continuing to be a safety hazard along the road to Monxton. It is hoped that it
will be cut back when the farmers have finished drilling. Ian Long suggested
white lines should be painted in the road to affect a pavement, this can be seen
in the road outside the Church in Goodworth Clatford. There it provides a
traffic calming effect as well as giving pedestrians and cyclists somewhere to
walk. Ian Morrison asked all councillors to look at
similar schemes and comment at the next meeting.
6. New Matters
Village Welcome Pack
Caroline Unwin reported that she has distributed 2 copies so far; the new
occupants of Marigold Cottage suggested a contact be included for bulk rubbish.
The question of what area should be covered by the welcome pack was discussed.
It was decided that the welcome pack was very local and that it should only
apply in its present form to the village.
Draft Conservation Review
Tim Southern was concerned that Waterloo Cottage was included in the
Conservation Area. Ian Morrison consulted the map and assured him that it was.
Bill Gore expressed disappointment that views over Kieron Beattie’s land were
excluded along with land on one side of Pill hill Brook.

10. AOB and Correspondence
A letter has been received from Cruise asking for donations,
however the budget for donations is already spent and as this charity has no
direct connection with the village, it was decided not to send a donation Clerk
to reply
The CPRE membership is up for renewal and Ian Morrison has decided to join
himself and therefore the Parish Council will no longer bear this expense.
Bill Gore commented that he was concerned about the forthcoming changes to the
refuse collection. Councillors felt the change was inevitable as TVBC sought to
reach its recycling targets.
Rubbish has been dumped at the top end of Footpath 6, the land owners, Robin
Aisher and Kieron Beattie, intend to place posts in the path to allow people and
horses but stop car access and thus fly tipping.
Diana Preston asked the Chairman if he and the Parish Council were happy for her
to vote on Agenda items at the HAPTC AGM on their behalf. Ian Morrison replied
that he was. This was confirmed by those councillors present.
