AMPORT PARISH COUNCIL
Minutes of the Ordinary Meeting held on Monday 15th May 2006 at
7.45 pm in Amport School Hall.
1. Present
Mr I. Morrison, (Chairman), Mrs Diana Preston, Mr Tim
Southern, Mrs Carolyn Mallam, Mr Neville Geake, Mr Bill Gore, Mr Maurice Hardy,
and Mrs Suzanne Hoare (Clerk).
2 members of the public attended.
The village correspondent was absent.
Apologies Lt Col Stephens, (Vice Chairman), Mrs Sarah Hammer and Mr Ian Long and
these were accepted.
2. Minutes of the Previous Meeting and that of the Annual
Parish Meeting
The minutes were agreed and signed, having been
proposed by Diana Preston and seconded by Tim Southern.
3. Matters Arising from the last meeting and that of the
Annual parish Meeting
Investigations in the possibility of Quiet Lane status need to
be made with HCC.kPossible Lanes, which could
qualify, are London Lodge Lane and Georgia Lane.
4. Election of Officers
The clerk asked for nominations for the position of
Chairman.
Ian Morrison was proposed by Tim Southern and seconded by Diana Preston.
Charles Stephens had previously indicated that he was willing to stand for
re-election as Vice Chairman and he was thus proposed by Maurice Hardy and
seconded by Bill Gore.
Charles Stephens had indicated that he did not wish to account for Stroud’s
Field in the coming year and Rose Wareham - a regular visitor to meetings and
member of the Stroud’s Field committee - agreed to take this role. This was
approved by all councillors present.
The planning sub-committee was proposed as The Chairman, the Vice- Chairman,
Carolyn Mallam and Diana Preston. This was approved by those councillors
present.
The bank signatories will remain the same – The Chairman, the Vice-Chairman
and Diana Preston.
Footpaths officer – Bill Gore agreed to continue in this role and this was
approved by all councillors present.
Highways and Communication – Maurice Hardy agreed to continue in this new role
on the Parish Council.
The Green – Carolyn Mallam will continue in this post.
VDS- Neville Geake and Charles Stephens will see this project to conclusion.
School’s Liaison officer – Ian Long will be asked to continue in this role.
Diana Preston agreed to continue as the councillor responsible for monitoring
the HAPTC and the TV Ass of PC’s.
5. Reports
The Green
A letter has been received from a resident on the
Green complaining about rubbish by the play area. The committee hoped this was
an isolated incident and would continue monitoring the situation.
Bees have been seen on the green in the vicinity of the play area and the Chairman
will contact the Routh's for advice.
The clerk to confirm with Test Valley Gardencare that 3 cuts per month are
scheduled for May, June, July, August and September - this is for the main Green
- the south side will continue to be cut twice a month.
VDS
Charles Stephens has the final copy of this and it
will now be sent to Mr Bibby at TVBC, once approved it will be sent for
printing. All the script and pictures are available on a CD; the final copy will
follow this pattern but may undergo subtle changes during layout preparation.
Neville Geake asked that any final comments need to be made before it goes for
design, as later changes will prove costly in both time and money. Neville and
Charles were thanked for their continued work on the VDS.
Footpaths and Highways
The footpaths will be cut during the first week of
June. The landowner has sprayed the path area between the old watercress beds
and Nether Cottage; this has been reported to the Environment Agency, as it is
adjacent to a watercourse.
Diana Preston reported that a Badger was seen with a badly injured foot on
Footpath 27 and asked the Parish Council if anyone knew of traps being set
anywhere else in the Parish. This was a matter upon which the Council expressed
its concern.
TVBC have asked Parish Councils to perform a census of path users on or around
June 18th. Bill Gore said he was happy to co-ordinate a census if
sufficient volunteers came forward. Carolyn Mallam, Suzanne Hoare, Tim Southern
and Neville Geake all put their names forward and the census will be publicised
on the website in the hope of finding more volunteers.
Bill Gore reported that both properties through which the disputed footpath 23
runs were for sale, he has contacted Peter Watson at HCC in the hope that a
definitive route could be declared.
Maurice Hardy reported that the 30mph sign outside Sarson Farm was in danger of
disappearing into the hedge, Clerk to
write to Dr Hoole.
Maurice Hardy had been in contact with David Wilson regarding the white lines
‘pathway’ from Monxton along to the school. Mr Wilson felt they were a mixed
blessing as cars tended still to encroach on them when passing, sometimes to the
surprise of pedestrians. Further consideration will be needed in finding a
solution to a safer walking route through the village.
Ian Morrison reported that he had been unable to contact Paul Walsh regarding
the erosion of curbs in Wiremead lane as he was not currently at work.
Stroud’s Field
The whole Field was cut this time in error; in future
only the front section will be cut back.
6. Planning Applications
9. AOB and Correspondence
Diana Preston reported back from the TV Ass of PC that a
mobile speed monitor was available, and that parishioners could operate it
themselves with drivers getting warning letters. Ian
Morrison to follow this up - possibly for Fyfield Road.
Ian Morrison asked for suggestions where 4 extra hours policing could be used
within the Parish – please let Ian Morrison know your comments. This
information will also be put on the website.
Diana Preston reported that quite large amounts of funding were available for
children’s play areas. This again brought the issue of a play area at Weyhill
to the forefront. Ideas are need on how to best contact the MOD and Test Valley
BC to find some land and acquire it to enable a play area to be created.
The School travel plan needs advertising, again this will be posted on the
website and Rose Wareham took the information in her role as a School Governor.
