AMPORT PARISH COUNCIL
Minutes of the Ordinary Meeting held on Monday 20th November 2006 at
7.45 pm in Amport School Hall.
1. Present
Mr I. Morrison, (Chairman), Lt Col Stephens, (Vice
Chairman), Mr Bill Gore, Mrs Carolyn Mallam, Mrs Diana Preston, Mr Ian Long, Mr
Tim Southern, Mr Neville Geake, Mrs Sarah Hammer and Mrs Suzanne Hoare (Clerk).
The village correspondent was present plus 1 member of the public.
Apologies, Mr Maurice Hardy this was accepted.
2. Minutes of the Previous Meeting
The minutes were agreed and signed, having been
proposed by Diana Preston and seconded by Ian Long.
3. Matters Arising from the last meeting
The ownership of the land adjacent to Fairways has
been determined .The owner is Mr Chris Dunning, he is not adverse to providing a
small play area but has development plans for the land in question. This may
delay any potential play area.
The footway along the Amesbury Road either side of the Weyhill Garden Centre is
being put on a works program to upgrade the surface.
BT has been informed about the exposed cable in the bottom of the drainage ditch
on the southern edge of the Green.
The sockets to allow the goal posts to be set up on the Green have been ordered
at a cost of £79.00 plus VAT.
A donation to John Hanson’s Awards evening has been sent to the value of
£25.00.
A thank you gift for Mr Horne has been organised by Maurice Hardy and will be
presented at the December Meeting.
Testaway housing is looking for a solution to the wheelie bins on the footpath
outside 2 Sarson Close.
4. Reports
The Green and play area
It was agreed that 1 set of goal posts should be
erected when the new ground sockets arrive and Bill Gore suggested that
the goal posts rotate between ends of the pitch to avoid excessive wear at one
end. A second set will be erected if there is sufficient demand.
6 draft contracts have been sent out to contractors who may wish to tender for
the job of cutting the village Green next year. Last year’s operator Test
Valley Gardencare has already indicated that they do not wish to tender. The
decision on the contractor is expected to be made at the next meeting.
HAPTC will be contacted regarding any obligation the Parish Council may have to
provide a rabbit hole free playing surface on the village Green. Clerk
The letter sent to the owner of the Dog who was spotted fouling the Green
has produced no response.
VDS
This issue is ongoing.
The new Sustainability Appraisal Scoping Report now needed will further delay
the VDS until late January early February 2007.
Footpaths and Highways
The problem of an overhanging tree at East Cholderton
by the sub-station has been dealt with.
No reply has yet been received from Paul Walsh, but Matthew Anne has cut the
hedge back on his land at Wiremead lane.
Little Bec has received planning permission for an additional house and the
plans state that the existing hedge will be removed before being replanted on
the boundary, which should effectively widen the road and increase sight lines.
Waterloo bridge stream-bed is very overgrown Ian Morrison
will speak to Mr French about clearing the weed growth.
The bridge repairs are still outstanding at Waterloo Bridge Tim
Southern to follow up this matter.
Stroud’s Field
The report has been received from David Harris and
does not indicate many areas of concern.
Ian Morrison reported that he had spoken to officers in several departments at
TVBC and non-one had any knowledge of an infringement of the 1981 Wildlife Act,
therefore nothing further can be done without more information.
It was agreed by all present the David Harris should be asked to help evolve a
3-5 year program of essential works at Stroud’s Field, Dermot Cox at TVBC
should be asked for advice and the necessary permissions sought prior to any
tree work being undertaken.
Clive Hutchinson has charged £250 for the tree work on the fallen tree at
Stroud’s Field and a further £50 for the second cut of the old watercress
beds footpath.
He has further quoted to pollard another willow next to the fallen tree- the
necessary permissions will be sought in advance of the work taking place.
Ian Long reported that the millstream is filling up very quickly with the recent
rain and asked if the streambed could be cleared to allow a faster flow and
avoid flooding, several councillors felt that the area was incredibly boggy and
it would be very difficult to get any equipment near the affected area.
Hampshire Wildlife is to be contacted for their advice on this problem.
Charles Stephens to write with the clerk a letter to Hampshire Wildlife
asking for their involvement in any future plans which will be developed at
Stroud’s Field.
