AMPORT PARISH COUNCIL
Minutes of the Annual General Meeting held on Monday 19th May 2008 at 7.45 pm in Amport School Hall.
1. Present
Mr I. Morrison, (Chairman), Lt Col Stephens, (Vice Chairman), Mr Bill Gore, Mrs
Jean Arnell , Mrs Tanya Garman, Mrs Carolyn Mallam, Mr Nicholas Hoare, Mrs Sarah
Hammer, Mrs Diana Preston and Mrs Suzanne Hoare (Clerk)
Apologies - Mr Tim Southern, Mr Ian Long,
Pat West HCC Councillor was present. The village correspondent sent her
apologies.
1 member of the public was present.
2. Election of Officers
The clerk opened the meeting and called for nominations for the post of Chairman
of the Parish Council. Ian Morrison was nominated by Diana Preston and seconded
by Bill Gore and was duly elected.
Charles Stephens was elected to the post of Vice Chairman having been proposed
by Ian Morrison and seconded by Carolyn Mallam.
The planning sub-committee was elected as follows:
Ian Morrison, Charles Stephens, Diana Preston, Carolyn Mallam
The bank signatories remain the same.
Bill Gore was elected to the post of Footpath Officer.
Pat West will continue as our link with Hampshire Highways.
Ian Long will be asked by Ian Morrison
if he will continue in his role as Officer for the Village Green.
Diana Preston will continue in her role as delegate to the HALC and TVAPC.
Jean Arnell will continue in her role as Responsible Financial Officer.
Sarah Hammer was asked if she will undertake the role of New Play area Officer,
this she agreed to do.
All elected posts were approved by the Parish Councillors present at the
meeting.
3. Minutes of the Previous Meetings
The minutes were agreed and signed after, having been proposed by Diana Preston
and seconded by Charles Stephens, it was felt appropriate to sign the Annual
Parish Minutes when matters were fresh in councillor’s minds.
4. Matters Arising from the last meeting and Declarations of
Interest
Telegraph poles for use on the Green were to have been left by SEB during recent
work, but unfortunately this does not seem to have happened.
The telegraph poles currently used to control parking have been judges as
potentially dangerous and Don Garman will be asked to do a Health and Safety
assessment on this issue Tanya Garman.
No interests were declared at tonight’s meeting.
5. Reports
The Green and Amport Fen
David Horne gave a review of the recent repeated acts of vandalism on the Green
after which the police were called. The Mill stream was deliberately blocked
using concrete blocks and bricks from an adjacent property on 2 occasions. The
Community Police Officer came to speak the users of the Green on an afternoon
and the school has been informed. Fortunately this seems to have halted the
damming of the stream, as David Horne stated that he would feel unable to carry
on unless the situation was resolved.
The police advised that a safety notice be erected warning of the deep and
sticky mud in the Mill Stream. Children have also been reported entering the
pond in the Van De Pette’s property, who are equally worried as their pond
also has deep mud.
A tree expert is set to advise free of charge on the state of the trees in the
fen and it is hoped that a replanting program can be started after the necessary
clearance.
Wildlife is reported to be returning, including sightings of water voles and a
kingfisher.
The removal of one set of the Goal posts was approved after consultation to aid
the mowing of the Green during the summer; it will be re-erected in October.
Pat West stated that she will follow up our unsuccessful request to Hampshire
Highways to get the ditch on the village Green cleared Clerk
to forward relevant e-mails.
Footpaths and Highways
The ditch near Waterloo Bridge has been cleared by Hampshire Highways.
A letter will be written to the owners of land adjacent to Hook Lane asking
their approval for restriction posts to be erected to control vehicular access
and fly tipping. IM/Clerk
Bill Gore was asked to clarify the situation regarding the use of some footpaths
as BOATS following the recent court case near Winchester, Robin Aisher is still
concerned that this could affect Footpath 6 BG/IM/Clerk
The problem of Pumping effluent by tankers continues at East Cholderton and is
agreed by all councillors to be unacceptable. Currently Southern Water has no
plans to upgrade the pipe work and install a pump. Pat West urged all concerned
to write to the Chief Executive of Southern Water and say this situation should
not be allowed to continue on Environmental Grounds.
The footpath alongside Amesbury road at Weyhill again needs attention and the
clerk will contact the Highways dept.
Tesco Application
Pat West informed the meeting that the determination of the planning application
may take place during June. All reports are now in and Hampshire Highways and
the Highways Agency are reported as seeking major changes to the road layout and
capacity. It remains to be seen if this is enough for Borough Councillors to
reject the proposals.
Concerns still remain concerning the Air Quality report which his not felt to be
extensive enough and again residents are urged to write letters of objection.
The protest group will all most certainly be seeking a judicial review if the
application succeeds.
Jean Arnell agreed to attend a meeting on Thursday the 22nd May for
an update by the STOP campaign and other local parishes.
Weyhill Play Area
The project is awaiting a site visit by Rachel Adams.
6. New Matters
The questionnaire from TVBC on boundaries and
election issues was completed at the meeting and will be sent to TVBC clerk

10. AOB and Correspondence
A Dream Night for disadvantaged children has been arranged at the Hawk
Conservancy for July 8th and it is hoped that teenagers from the
village can be found to help serve drinks at the event Carolyn
Mallam to co-ordinate
Charles Stephens expressed concern at the state of the wooden sign post at the
bottom of Furzedown lane and the restoration/renewal of this sign post will be
an agenda item next time.
Diana Preston commented on the bad visibility at the junction immediately as you
leave the A303 east bound to travel to East Cholderton IM/Highways
The Meeting closed at 9.20 pm.
