Minutes of the Ordinary Meeting held on Monday 16th March at 7.45 pm in Amport School

1. Present
Mr I. Morrison (Chairman), Lt Col Stephens (Vice Chairman), Mrs Jean Arnell, Mrs Tanya Garman, Mr Bill Gore, Mrs Sarah Hammer, Mr Nicholas Hoare, Mr Ian Long, Mrs Diana Preston, Mr Ashley Smith and Mrs Suzanne Hoare (Clerk).
Apologies; Mr Tim Southern - TVBC Councillor.
The village correspondent, Cllr Pat West HCC plus 1 member of the public were present.

2. Minutes of the Previous Meeting.
The minutes were agreed and signed after, having been proposed by Diana Preston and seconded by Bill Gore.

3. Matters Arising from the last meeting and Declarations of Interest
Ian Morrison had contacted Johanna Ferguson, with an update on the consultation process which has been started with residents in the portion of Amport Parish, west of and including Lains Farm. Residents have until June 1st to register a wish to stay in Amport Parish or move to Quarley Parish. 30 consultation forms were sent out.
Ian Morrison has spoken to the owner of London Lodge and suggested that they contact a solicitor to enable the footpath which runs through their garden to be diverted.
Ian Morrison
has yet to speak to the owners of the Weyhill Garden Centre about the possible inclusion of a play area.
The pot holes outside Fairhaven, Cholderton Rd Quarley have been repaired.
Dr Hoole has cut his hedge back.
There were no declarations of interest for tonight’s meeting.

4. Reports

The Green and Amport Fen
The work has been completed on the short term clearance project and grants are being applied for to commence the longer term work.
Ashley Smith asked that a letter of thanks be sent to David Horne and Atlanta for their help throughout the clear up work, Ian Morrison said he would do so.
Ashley Smith briefly outlined the longer term goals;

Base line survey, with annual update.
Footway access to the front 1/3 third of the Fen.
Nest boxes monitored by the school and others.
A riverside bench.

Bill Gore asked whether a bridge would be constructed to allow a circular walk onto the Green, Ashley and Charles both commented that this would be very expensive and compromise the wildlife at that end of the Fen.
Cllr Pat West suggested several contacts that could produce funds for the work these included Margaret Snath of Recreation Heritage or the Heritage Lottery award.
A further clear up was organised for Sat 21st at 10am – all welcome.

Footpaths and Highways
Mr Woodhouse, the owner of Holly Tree House, is happy to establish a minimum width of 4 feet for the footpath adjacent to his house.
Clive Hutchinson has provisionally booked the 1st week in June as the date for the 1st cut of the Footpaths; this can be brought forward if needed.
Ian Morrison has spoken to Sandy Geddes and suggested he takes the opportunity this summer to check the extent of the work before the tenders go out in December for next year’s contracts.
Nick Hoare reported that Footpath 29 at Georgia Lane is impassable due to the fact that it is water logged. Bill Gore will look into this and consult with Peter Watson at HCC.
Ian Long reported that water/effluent is again coming up the manhole in the road outside the site of Flagons; this will be reported to Southern Water by the clerk.
The Street lights at Fairways will be transferred into the HCC/ PFI Scheme once it is up and running, however an existing repair is outstanding and HCC want our approval to carry out the repairs. The committee was split on whether money needed to be spent on this light, but overall it was felt that the light would not be accepted into the scheme with repair work outstanding. Therefore the decision to go ahead with the work was approved.

Goodman Application
The section 106 agreements pertaining to this application were upheld at the meeting on the 10th March, a more detailed consideration will be undertaken on the 31st March. Everyone was urged to continue supporting the objectors

6. Planning Applications

09/00329/AGNN Lean to for crops Fox Farm Estate Georgia Lane No Objection Planning Sub-Committee
09/00060/OUT Erection of detached dwelling and garage Land adjacent to Yew Lodge -amendment. No Objection but concerns that development does not result in loss of privacy to neighbours or loss of light.
09/00324/FULLN Erection of single storey extension to rear and 1st floor extension to front (amended scheme) Grenofen, Sarson Lane. No Objection

After a long discussion initiated by Ian Long and covering the issue of the planning applications and in particular that of Holly Tree House it was decided to make notification of neighbours more of a priority.
At present it is usual for the Chairman to ask the local member to give special attention to an application in advance of the meetings. In future more care would be taken to ensure that local residents were also aware that an application had been lodged, so that they could give their opinion for the next PC meeting and to TVBC.

09/00036/TPON Beech tree (T1) - crown thinning, a reduction of 25% - Brook Cottage, The Green, Amport Part refusal and part consent

8. Finance

The following cheques were presented at tonight’s meeting

These were approved by those councillors present.

9. AOB and Correspondence
Sarah Hammer stated that the bollards outside her house had been knocked down. Ian Morrison will investigate and the relevant authorities notified.
Diana Preston reported on a very good talk by Lucy Buis on Rural Housing.
Bill Gore reported that some Parish Notice Boards needed repairing, he said he would undertake this once they had been cleared –clerk
Bill Gore also asked that current bus timetables be displayed. Clerk
The Sea Scouts have booked the Village Green for the 14th June.
Ian Morrison read out Tim Southern’s ongoing correspondence with Southern Water and commented that Tim was trying his hardest to resolve the situation to the benefit of local residents.

The Meeting closed at 9.10 pm.

The date of the next meeting is April 20th – Annual Parish Meeting 7.00pm at Amport School followed by an Ordinary Meeting at approx 7.45pm.
