AMPORT PARISH COUNCIL
Minutes of the Ordinary Meeting held on Thursday September 23rd 2004
at 7.45pm at Weyhill Fairground Hall
1. Present Mr I. Morrison, (Chairman), Lt Col
Stephens, (Vice Chairman), Mrs C Mallam, Mrs Diana Preston, Mrs S.Hammer, Mr
Neville Geake, Mr George Bacon, Mr T.Southern, Mrs Suzanne Hoare (Clerk)
Mrs Unwin, the village correspondent plus 6 members of the public.

2. Minutes of the Previous Meeting
These were agreed and signed.
Ian Morrison introduced himself as did all those council members present.
Mr Morrison gave apologies for the absence of Ivor Evans from Testway Housing
who was unavailable to attend tonight’s meeting as he was accepting an award
on behalf of Testway Housing in Birmingham. Mr Evans will happily attend on
another occasion if required.
3. Matters Arising.
The signs at Stroud’s Field have been put in place.
Footpaths.
The final cut by Hampshire CC will be performed this month, further matters
will be held over until Maurice Hardy is present.
The Green
The stepping-stones have been installed by Chappell Builders and George
Bacon presented the invoice to the meeting.
Maria Long has taken over maintenance of the play area and the telegraph poles
have been moved into position to stop cars driving onto the Green.
The Sea Scouts would like to use the green on June 12th 2005 for their fete -
approved by the meeting.
A letter is to be sent to Lawrence Symmonds thanking him for his help in
repairing the memorial. Clerk/IM
George Bacon reported that the cutting of grass on the Green had not been
totally satisfactory this year and suggested a joint contract for cutting the
green and the local footpaths, with a view to a contract being advertised in the
New Year, this will be discussed at the next meeting.
Village Design Statement
Neville Geake reported that 4 out of 5 sections are complete and the last
section is virtually finished .A final draft will be produced to go forward for
public consultation and more public meetings will be held to finalise the
document. A draft text will be available by the next parish council meeting.
Fairways and Michaelmas Residents Association
Ian Morrison thanked Steve Verdier for setting up and running the residents
association.
Residents were concerned about the poor state of the pavements on the old
Amesbury road, from the Fyfield road junction all the way down to Mullens Pond.
Ian Morrison will write to Terry Gilmour at TVBC asking for his comments.
Concern was expressed about the poor siting and general state of the Bus Shelter
on Fyfield Road, upwards of a dozen children wait there every morning for the
school bus. Tim Southern and Ian Morrison to liase with authorities to improve
this situation.
A third concern for residents was parking within Fairways, the residents would
like specific bay areas marked out to improve the capacity of the parking areas.

6. Finance
The following cheque was signed by Ian Morrison and
Diana Preston during the summer recess, needing to be paid before this meeting.
1. Playground Management (ROSPA Inspection) £143.94
The national pay award for town and parish clerks was approved
and an increase of 2.5% will be paid to the clerk. This was approved by all
present.

Charles Stephens was asked to produce a 5- year financial plan
for Stroud’s Field to include in next years budget.
7. A.O.B
ATF supplies at Manor Farm Monxton do not intend to use Sarson lane as a
designated route to their depot.
Neville Geake left the meeting at 9.07pm.
A letter has been received from Peter Harris who works for Amport House. He was
infected with a virus whilst striming verges below the Bothy; he as a result of
this has lost 20% of his vision. He would like to highlight the problem of
animal faeces in public places, this matter will hopefully be included in the
forthcoming Parish Magazine The Chairman will write to Mr Harris.
Tim Southern informed the meeting that a planning and transport review was under
way within Test Valley and more information would be available shortly.
George Bacon reminded the meeting of the vagrant camped on the footpath leading
away from the Church - he stated that the land owner Simon Chesshire was being
assisted by the legal department of the NFU in his attempts to solve this
problem.
Moving the Parish Council Meeting to the Weyhill Fairground Hall was deemed to
have been successful - this will be discussed with a view to making it a regular
fixture.
