Minutes of the Ordinary Meeting held on Monday September 15 2003 at
7.45pm at Amport School
1. Present

Mrs Unwin, the village correspondent was present +3 members of the public.

Mrs Diana Preston arrived for the meeting but left straightaway, as numbers were
sufficient.
2. Minutes of the Previous Meetings
These were agreed and signed.
3. Matters Arising
- The Green
The cheque towards the play equipment has been received from TVBC
clerk to thank
Letters of complaint have been received from 2 residents around the Green
concerning late night noise from the recent wedding. Ian Morrison said no
changes to the regulations were planned but the next wedding (Oct 4) would
be monitored carefully.
A cheque (£50) has been received from Mrs P Stowe as a donation towards the
play equipment. Clerk to acknowledge
- Vehicular Access across the Green
A reply from the HCC Senior Solicitor has been received confirming that at
the time of registration no owner could be established for the Green outside
the cottages, therefore the Parish Council is unable to ‘grant’ a
statutory easement under section 68 of the Vehicular Across Common and other
Land (England) Regulations 2002. A copy of this letter will be forwarded to
Mr
Roberts

- Village Design Statement
Neville suggested a village meeting might be arranged for late November at
the School Hall, a poster will be produced to notify all parishioners.
- Footpaths
A second full cut of the paths will take place shortly. Maurice reported
that problems over Footpath 23 are being considered by HCC
Ownership of all Footpaths is to be investigated to allow better management
of the Parish footpaths.
4. Planning Applications

- TVN.08741/1 Demolition of existing dwelling and erection of
replacement five bedroom dwelling Downfield, Wiremead Lane, East Cholderton

5. Planning Results

6. Finance
A budget update for the first 6 months was circulated, this included cheques
signed tonight.
This will form part of the minutes.
The following cheques were presented to the meeting, signed by Ian Morrison and
Charles Stephens and approved by all councillors present

7. A303 The Response
Ian Morrison was unhappy about the lack of research into the junction carried
out by Ted Hart and Mott Mc Donald since 1996. He felt the following points
should be included in our response.
- Safety of road users on the A303
- Increased noise and nuisance on the local lanes
- Viability of the Hawk Conservancy
- 37% of the Parish lies to the North of the A303
- Increased danger due to increased usage of Mullenspond
junction
Highways agree the bridge is the best solution but the should
consider moving the Sarson lane exit westwards to avoid bridge and re-shape the
A303 slip roads both east and west to make use of central reserve.
The letter will include an invite from Ian Morrison to Highways to attend the
next Parish Council meeting. The letter will be sent as soon as possible IM/clerk
8. AOB
Ian Morrison publicised a Grant available for draught proofing
/ insulation worth up to £600 for people whom the State pension is their main
income and they are homeowners or private tenants. To be publicised in the
parish magazine. Clerk
There was felt to be no need to take part in the village clean operation
sponsored by TVBC
Sarah Hammer had asked for the following issues to be raised, they will be
agenda items at the next meeting 1) Speed Limits-
speeding along Fyfield Road.
2) ‘Lamping’ in fields local to Fyfield Road
Neville raised the issue whether there should be a bin provided by the play area
~ Agenda item
A resident from the Eights has complained about the path, by the houses – it
is uneven. Ian Morrison will investigate this issue and that of car parking at
the Eights.
