AMPORT PARISH COUNCIL

Minutes of the Ordinary Meeting held on Monday January 16th 2006 at 7.45 pm in Amport School Hall.

1. Present
Mr I. Morrison, (Chairman), Mrs Carolyn Mallam, Mr Maurice Hardy, Mr Ian Long, Mrs Sarah Hammer, Mr Tim Southern, Mr Neville Geake and Mrs Suzanne Hoare (Clerk)
1 member of the public attended.
The village correspondent was in attendance.
Apologies. Lt Col Stephens, (Vice Chairman) Mrs Diana Preston, and Mr Bill Gore, these were accepted.

2. Minutes of the Previous Meeting
The minutes were then agreed and signed, having been proposed by Maurice Hardy and seconded by Carolyn Mallam.

4. Reports

The Green
A contract has arrived from Mr Walker indicating that the Parish Council has a 2-year agreement with his company, he is happy to accommodate the extra cuts approved by the Parish Council. The extra 5 cuts will take place 1 each month during May, June, July, August and September. These months will have 3 cuts instead of 2; the extra cuts will be of the main Green only. The contract will run from March to Nov inclusive. The clerk to write to Mr Walker confirming the extra cuts and to other contractors informing them that the Grass cutting contract will not be put out to tender until Dec 2006 for the 2007 season.

Village Design Statement
The time of the next village consultation meeting on February 25th has changed, the meeting will now take place between 12 noon and 2pm. A poster will be prepared and displayed in early Feb to advertise the meeting. Clerk
The draft contract from Di Darbyshire was discussed and the full cost of the contract was considered. It was proposed by Maurice Hardy that this quote of £800 should be accepted and this was seconded by Tim Southern. (Clerk to check with Mr Bibby TVBC whether more than 1 quote is needed- proposal dependent on this outcome).

to check with Sue Ryan, Chairman at Monxton PC how they handled the production of their VDS.

Footpaths and Highways
Bill Gore is away so report deferred to next meeting.
Grateley Drove is scheduled for some resurfacing in Hampshire Highways latest round of road repairs.
Ian Morrison agreed to obtain a quote from the grasscrete contractor. IM/Clerk
Bollards have been erected in East Cholderton at the side of Wiremead lane, there would appear to have been a problem with parked cars. Two of the bollards disappeared and then reappeared- Tim Southern to investigate this matter and report at the next meeting. TS

Stroud’s Field
Carolyn Mallam reported that she had been spoken to by Mr van de Pette and Mr Horne concerning Hogweed on Stroud’s Field.  Despite this not being Carolyn Mallams, concern she had investigated and informed the meeting that it was illegal to spray the weed within 3 metres of water without official consent. Spraying should not commence until growth restarts.
Carolyn Mallam has notified the Stroud’s Field committee of this potential problem.
Tim Southern felt that information on Stroud’s Field was in short supply; Ian Morrison replied that had Charles Stephens been at the meeting then a progress report would have been available. Discussion took place and Ian Morrison asked everyone for their patience in this matter. Tim Southern asked if a written report could be circulated ahead of the next meeting.
Caroline Unwin asked if the installation of a seat on Stroud’s Field had been arranged, this again is a matter for Charles Stephens. Certain grants may be available for the maintenance of Stroud’s Field Agenda item at next meeting- Charles Stephens

5. Planning Applications

The application for a house at Little Bec has been withdrawn. Sight lines are being reviewed.
05/01074/FULLN erection of first floor rear extension to provide extended bedroom and single storey front extension to provide extended lounge and entrance hall. 31 Fairways Weyhill. A letter of objection was received from 32 Fairways- This application was voted on; the proposal to object to the application was carried by 3 votes to 0 with 4 abstentions.
06/00026/TREEN Fell 1 Elderberry and 1 Spindle 2 Woodside Cottages The Green No Objection subject to the aboriculturist
05/01119/FULLN Extension to roof to facilitate loft conversion Claremont, Dauntsey Lane, Weyhill No Objection.

Replacement dwelling at Mount View Cholderton Road Permission

7. Finance
No cheques were signed as only 1 co- signature was present

8. AOB and Correspondence
Ian Morrison reminded councillors of the planning training session to be held at Thruxton VH on 23rd January (6.30pm) TVBC would like an indication of numbers attending- please indicate to the clerk, if you wish to attend.
The Street lighting initiative – we do not wish to join.
The review of the Conservation Area is now complete and will go forward for publication.
Ian Long asked everyone to consider the proposal to paint a white line to provide a pedestrian lane from Monxton to the School. Maurice Hardy will contact TVBC/Hampshire Highways to see if this proposal will be considered.
The September meeting of Amport Parish Council will be held at the Fairground Hall at Weyhill on the 4th Monday the 25th in September.
