AMPORT PARISH COUNCIL

Minutes of the Ordinary Meeting held on Tuesday April 18th 2006 at 7.45 pm in Amport School Hall.

1. Present
Mr I. Morrison, (Chairman), Lt Col Stephens, (Vice Chairman), Mrs Diana Preston, Mrs Carolyn Mallam, Mr Neville Geake, Mr Maurice Hardy, Mrs Sarah Hammer and Mrs Suzanne Hoare (Clerk).
5 members of the public attended
The village correspondent was present.
Apologies Mr Tim Southern, Mr Ian Long and Mr Bill Gore, these were accepted.

2. Minutes of the Previous Meeting
The minutes were agreed and signed, having been proposed by Diana Preston and seconded by Maurice Hardy.

3. Matters Arising from the last meeting – None dealt with in tonight’s meeting

4. Reports

The Green
Carolyn Mallam reported that Ian Gaskill had been approached concerning the improvements to the ‘bridge’ over the drainage ditch at the road edge of the Green. He has suggested a 4-foot bridge consisting of old railway sleepers covered with chicken wire. This was felt by all councillors to be suitable and Carolyn Mallam was asked to proceed with this option.
Timberline has been contacted and suggestions put forward as regards maintenance of the tree house/slide, this needs doing annually. Carolyn Mallam to find suitable trades person to complete the task.
A visitor to the meeting commented that the ditch by the Green was becoming chocked with grass. Ian Morrison to check on this.
David Hughes has confirmed that the lamp is on his land, however he does intend to reduce the wattage of the lamps.
The potholes in the track have also been filled thanks to David Hughes.

Village Design Statement
A final batch of photos are being taken to complete the draft VDS. A further round of consultation is needed on the TVBC Website and the plans for printing are in hand.

Footpaths and Highways
The first cut is planned for 6 weeks time.

Stroud’s Field
The suspected Hemlock is proving impossible to identify using photographs and Hampshire Wildlife feel the possibility of poisoning is very low - so this issue will be left for the time being.
2 benches are about to be erected on the site.
The Stroud’s field committee don’t feel a padlock is needed at the current time for security. Regular grass cutting is about to commence and access could become difficult.
Ian Morrison to contact Gypsy Liaison Officer regards status of the land.

5. Planning Applications

06/01031/LBWN Variation of condition 6 of TVN.LB.00378/2 to allow plastic rainwater goods to be used. - Reinstatement works following a fire. No Objection
06/00988/CAWN Demolition of existing dwelling Flagons Monxton Rd Amport No Objection
06/00997FULLN Erection of two detached dwellings on site of existing dwelling together with associated works Flagons Monxton Rd Amport.
Objection as follows
‘ New houses and other structures should wherever possible be built on a scale sympathetic to and reflecting that of the surrounding properties.’ We do not feel the above application fulfils this.
3. Our concern would be the visual impact of the 2 new properties. We expect the south-facing elevations will have a vastly larger visual impact than Flagons with its flat roof. The proposed properties are in danger of dominating the streetscape from the lane, from footpath 6 and from the Grateley Road because they are a step change from Flagons in terms of scale, concentration and height. We also feel that the applicant has not supplied a representative streetscape, the proposed properties dominating much more than depicted with regard to the relatively modest properties on either side.

The full accounts for the year ended March 31st 2006 were presented and approved in draft form prior to the audit.

8. AOB and Correspondence

Maurice Hardy asked that a welcome pack be delivered to 9 Sarson Close.
Diana Preston was unsure whether the footpath signs have been erected at Cholderton Park, she will investigate.
Carolyn Mallam commented that stagecoach are parking in the lay-by opposite her house and are churning up verge, hopefully they will desist.
The request for a donation by the benefice after craft club was discussed and a cheque for £50 will be sent to Mrs Peck – This was approved by all councillors present.
